I am looking for a quotation for the following requirements

Property Portal - The system should allow both Homeowners and Estate Agents to post properties. The system should:

1. Allow Homeowners to register and post properties. They should also have login access to statistical information such as number of views editing deleting photograph uploads and reading responses to their advertisements. Note that a simple email would need to be sent advising that a response has been posted.
2. Allow Estate Agents to register and post properties individually and by an industry standard (if applicable) feed. Login access should allow for stats information. Estate Agents should also have the ability to Brand their submissions via logo. Note that a simple email would need to be sent advising that a response has been posted.
3. Buyers should be able to respond to property ads via a request information form. This form should be posted in the administration area with an email alert being sent to the Homeowner or Agent.
4. Currently our system requires Ad Activation. Once a property is submitted an email is sent that requires the use of an activation link to make the Ad live. The system runs on a 30 Day cycle on the 29th day an email is sent advising of deletion. A re-activation link is provided to allow the continuation of the Ad for an additional 30 Days. This keeps our database free of Dead Ads and I would like this system to be kept and refined. I feel that the current Activation may not be necessary if people register although email / account verification would be useful.
Realtorplus also provides Estate Agents the ability to list their agency registration should also allow agents to submit a listing and manage this. Advise on a two-tier system would be useful.

Currently we do not charge for the posting of property ads for either Homeowners or Estate Agents however we may introduce a chargeable system at a later date. This should be taken into account when designing and constructing the system.
The system should create a database of users to enable the sending of newsletters or information emails if requested.
